I have stayed at the Luxor twice for business conferences and would say it is a reasonably "okay" experience overall. The rates were reasonable but it isn't likely to be a highlight of your trip. The rooms are somewhat worn and feel little smaller than some hotels.
I'm not a gambler but it does seem like the tables are less expensive at Luxor so that may be a perk for some. There are some interesting shows held in the venue as well.
I would recommend that if you have a conference to attend at Mandalay and price is the primary consideration it will be fine. If you want a better experience, and shorter walk, I would recommend going with Mandalay or the Delano.
Overall, it seems like there could be a little more investment in property upkeep. This would go a long way towards the experience. Case in point, in my most recent stay there was a water leak in the hall that took four days before it was completely repaired. This resulted in the need to walk through damp carpet on the way to and from my room. Not a huge deal but certainly left the wrong impression on my overall experience.
